Caucus Brief: Chinese Companies Embark on Shopping Spree in Europe

CHINESE COMPANIES EMBARK ON SHOPPING SPREE IN EUROPE.  Beijing is encouraging Chinese companies to reshape global trade through the purchase of European companies.  In 2003, Chinese investment in European businesses totaled $853 million, from 2008 to 2010 that investment total surged to $43.9 billion.  While this investment is being welcomed by many Europeans, several countries have expressed concern that Chinese companies are buying European businesses for the purpose of stripping their technology.  http://online.wsj.com/article/SB10001424052748704355304576214683640225122.html

VOLVO BEGINS CHINESE OVERHAUL.  The future of Volvo Car Corp. will be determined by compromises between the company's European chief executive and its Chinese owner.  The competing visions of the company's leadership focus on whether Volvo should center on safety and fuel-efficiency, or instead begin aggressively competing in the luxury car market.  The WSJ reports that the future of Volvo Car Corp. could be an indicator of how China and Chinese companies will take on management roles tied to international investment.  http://online.wsj.com/article/SB10001424052702304563104576363041069364856.html

IS CHINA PUSHING U.S. SPENDING TO AVOID A COLD WAR REDUX?  A piece from CSIS's Pacific Forum asks if China is implementing the strategy that is often credited with the U.S. success in the Cold War.  The piece argues that there are a number of warning signs that China is effectively pushing American buttons that require increased funding.  The U.S. can counter this strategy by ensuring that U.S. capability can support U.S. preeminence in the Western Pacific, while not overinflating the Chinese threat.  Lastly, the more committed the U.S. is to its allies in the region, the more opportunities to maintain a robust deterrent.  http://csis.org/files/publication/pac1131.pdf

CHINA'S FUTURE LEADER'S WIFE BECOMES GOODWILL AMBASSADOR.  Peng Liyuan, the wife of Xi Jinping, likely China's next president and Communist Party chief, is often considered more famous than her husband inside China.  This notoriety is set to take an international turn when Ms. Peng steps into the role of a Goodwill Ambassador for Tuberculosis and HIV/Aids for the World Health Organization.  This is the most prominent international role for the spouse of a Chinese leader.  http://blogs.wsj.com/chinarealtime/2011/06/07/future-leader%e2%80%99s-wife-steps-further-into-the-limelight/

VIETNAM'S ANGER OVER CHINA MARITIME MOVES.  Hundreds of Vietnamese gathered in front of the Chinese Embassy in Hanoi to protest China's policies in the South China Sea.  This anger stems from China's use of surveillance ships to harass and damage a Vietnamese oil vessel that Vietnam claims was operating deep inside of Vietnamese waters.  This type of protest is very rare in Vietnam whose one-party government does not often tolerate any form of political dissent.  While China, Vietnam, the Philippines, Malaysia, Brunei and Taiwan all claim territories in the South China Sea, China's claim is by far the largest and includes the Spratly islands and Paracel archipelagos.  http://www.bbc.co.uk/news/world-asia-pacific-13664408

Caucus Brief: Gates Cites New Weapons for U.S. Role in Asia

GATES CITES NEW WEAPONS FOR U.S. ROLE IN ASIA.  While in Singapore, Secretary Gates vowed that the U.S. will maintain a "robust" presence in Asia that will include new high-tech weaponry to protect allies and safeguard shipping lanes.  Without specifically mentioning China, Secretary Gates described this modernization as a response to, "the prospect that new and disruptive technologies and weapons could be employed to deny U.S. forces access to key sea routes and lines of communication."  http://www.defensenews.com/story.php?i=6716833&c=AME&s=TOP 

U.S. TELLS ASIA IT WON'T BE ISOLATIONIST.  Defense Secretary Gates pledged to U.S. allies in the region that America will maintain its military and diplomatic presence in Asia.  Secretary Gates, quoted by the NYT: "We recognize that the American defense engagement – from our forward deployed forces to exercises with regional partners – will continue to play an indispensable role in the stability of the region…establishing a defense posture across the Asia-Pacific that is more geographically distributed, operationally resilient politically sustainable."  http://www.nytimes.com/2011/06/04/world/asia/04gates.html 

TIANANMEN ANNIVERSARY BRINGS NEW CHINA DETENTIONS.  Chinese security forces rounded up more government critics ahead of the anniversary of the 1989 pro-democracy movement in Tiananmen Square.  Additionally, Beijing has decried the U.S. government's call for a full accounting of the military assault 22 years ago.  On June 4^th, some hundred thousand people attended a candlelight vigil in Hong Kong's Victoria Park to mark the anniversary.  http://www.msnbc.msn.com/id/43277301/ns/world_news-asia_pacific

CHINESE HACKING OF WHITE HOUSE EMAIL AFFECTS DIVERSE DEPT.  The cyber attack against U.S. government officials' Google email accounts were reportedly directed against a number of officials in the White House.  Those targeted were not limited to national security, economic policy and trade policy experts.  No sensitive information is suspected of being lost because classified and confidential information cannot be forwarded to Gmail accounts.  This attack was traced to Jinan, China the home of a Chinese military command center.  http://www.nytimes.com/2011/06/04/technology/04hack.html

CHINESE ARTIST SPEAKS OUT AFTER DETAINMENT.  Only hours after being detained and interrogated, an artist from China sat down with a foreign journalist to tell his story.  According to the 28-year-old artist, Chinese authorities warned him to keep quiet, move to another part of town, and not speak to anyone.  Upon his release, the artist returned home to an eviction notice and was asked to leave a restaurant because he had become "politically sensitive."  The young man was first detained because of his involvement with a Beijing art festival that labeled blank wall space as the work of detained artist Ai Weiwei.  http://www.nytimes.com/2011/06/04/world/asia/04weiwei.html 

SOUTH FLORIDA PROFESSOR HELPED CHINESE STUDENTS GAIN VISAS.  A Professor at the University of South Florida was suspended when it came to light that he was using his position to expedite the visa approval process of visiting Chinese students.  While not charged with any crimes, the professor allegedly provided answers to Chinese students for University admittance tests while employing visiting students for personal errands.  Due to union guidelines, the professor could not be removed from his position and is expected to be back in the classroom this fall.  http://www.tampabay.com/news/education/college/usf-professor-is-impugned-but-employed/1173681

The House of Representatives is scheduled to vote on the debt ceiling this evening after 6:30pm. Is that the headline you expected to see the day after a Federal holiday? While most Americans were busy spending time with their families, grilling out, and remembering those who fought and served so that we could enjoy these freedoms, the House of Representatives was edging closer to a vote on the debt ceiling. But why didn't we hear of this until yesterday? Perhaps they knew the American people would be less engaged on a federal holiday and this way we wouldn't have a chance to gear up to protest against an increase.

 

Let's talk about the debt ceiling for a moment. How can you call it a debt CEILING if the Congress has the power to raise it arbitrarily to ensure spending is within its limits? The whole point of calling it a CEILING is to put a measure in place to limit spending beyond a certain point. Instead of talking about increasing the spending limit, they should take proactive steps to limit spending within our means. Similarly, why would you budget for more money than you take in? Sound like a lot of backwards thinking?

Fellow Patriots, Patriots across the country are concerned that students are not being taught about our founding documents. Tea Party Patriots is mounting a national campaign for 2011 Constitution Week to encourage schools to comply with a law passed by Congress in 2004 requiring an educational program on the Constitution be taught during Constitution Week (September 17-23). The program we have developed is called "Adopt a School." It is a simple three step program to help encourage schools to fulfill the federal mandate through our grassroots effort. The steps are: 1) Adopt a School, 2) Send three letters, and 3) Help the school implement the program.
